Plan of approach for quality turn of team in public sector

Definition of the problem

A group of fifteen employees (assistant budget holders) was being hierarchically managed by a department manager and functionally managed by the Finance department. This double management regularly gave rise to conflicts with the result that Planning and Control products were not delivered, were not delivered on time or were not delivered in the right way. My assignment was to draw up a change strategy.

Approach

I started with an analysis of the problems by interviewing all assistant budget holders, a few heads of department and a few employees of the Finance department and the Planning & Control department.
The result was a problem diagnosis, the base for the drawing up of the plan of approach Begeleiding kwaliteitsslag assistent budgethouders (Coaching quality turn assistant budget holders). With the group of assistant budget holders a few intervision meetings were being held, the outcomes served as input for the change strategy. At these kind of meetings both board (occasionally) and employees council (always) were present.

Result

In the plan of approach the following improvement objectives have been formulated:

  1. more effective management by the Finance department;
  2. mapping the individual pressure of work;
  3. improving the individual work approach;
  4. identification and solving of individual problems;
  5. developing competencies;
  6. developing team cohesion.

In order to realize these improvement objectives I came up with concrete actions. The plan of approach was approved by the board, the employees council and the department managers.
A permanent employee from the Finance department now functions as coordinator for the group of assistant budget holders and coaches them in achieving the objectives from the plan.
